Prime Minister’s Address at the Awards Ceremony for ISRO Scientists and Inauguration of IIST by Video Conferencing

The Prime Minister, Dr. Manmohan Singh, inaugurated here today the Indian Institute of Space Technology at Valiamala in Thiruvananthapuram by Video Conferencing. He also presented Awards to ISRO Scientists for their outstanding contribution.

Following is the text of the Prime Minister’s address on the occasion:

“I am delighted to be present at this awards ceremony honouring scientists of the Indian Space Research Organisation. This awards ceremony is a fitting tribute to the legacy of Dr. Vikram Sarabhai. Dr Sarabhai was not just the father of India’s space programme but an intellectual giant, a visionary and a great institution- builder. He was one of the scientific architects of modern India.

The individuals that we are honouring today have made significant contributions to our space programme. They have excelled in the field of rocketry, satellite technology and communications, development of space materials and other important areas. They have made important contributions to our efforts to indigenise our space programme. I heartily congratulate all the award winners and their families for their solid accomplishments in the service of the people of our great country.

I call upon ISRO to continuously build upon this culture of excellence and corporate responsibility that it has come to be associated with this distinguished family of scientists and technologists. It is this work culture and an atmosphere that nurtures excellence all round that has spurred our scientists, our technologists, our engineers to the kind of achievements that we are honouring and celebrating today.

Our country is truly proud of the remarkable achievements of the Department of Space and ISRO. I was associated with the Department of Space as a member of Finance for some four years way back in the 70s and that was the period when we first thought of launching the first INSAT satellite. Since then we have come a long way and that’s the tribute to the wise leadership of Dr. Satish Dhawan and his colleagues that our space programme has covered itself in every respect. There are eleven communication satellites and nine remote sensing satellites. They provide a wide array of space based services to our country.

I recall the pride I felt, like all other Indians, when I was informed of the success of the Chandrayaan Mission to the Moon. You have earned the respect of the entire international community and we take pride in the solid achievements of the space programme.

Two features particularly stand out in our space programme. The first is that it is a shining example of commitment of self-reliance and indigenous effort in an area of highly advanced and sophisticated technology.

The second is that it is firmly rooted to the ground and to the needs of the ordinary men and women of our country. The applications of our space based capabilities are and I say with great pride are of direct benefit to our national development goals. I am told that 50,000 classrooms are connected through the tele-education network. More than 375 hospitals are providing tele-medicine services to over 300,000 patients. Over 475 village resource centers are providing single window based space services in our country. That is remarkable record and we all feel great sense of pride in the achievements in this field.

I would urge the Department of Space to continuously reinforce both these aspects of the space programme which are distinguishable hallmarks. I am aware of the future plans of our space programme and the determination of our scientists and technologists to meet the challenges of the future. Exploring the new frontiers of space technology aimed at low cost access to space, development of heavy lift boosters to launch heavier satellites, realizing high power and high bandwidth communication satellites and remote sensing satellites with all weather capability are some of these challenges. I am confident these challenges will be met and dealt effectively.

I hope that these elements find reflection in the Space Vision that is now being developed for the country upto the year 2025. The Vision should spell out not only our expansion plans but also the new frontiers of technology that we wish to master and cover. We should reflect on how we can more effectively harness space technology for our developmental purposes.

The discovery of the unknown has captured humankind’s attention since time immemorial. The human mind has in particular always been fascinated by the mysteries of outer space. There can therefore be no better platform to nurture and promote this spirit of inquiry than ISRO.

I am delighted to formally inaugurate the Indian Institute of Space Technology in Kerala. I would urge all those connected with the Institute to ensure that it emerges as a great centre of excellence on par with the very best in the world.

I am happy to note that the Institute will be able to cater to half the annual manpower needs of ISRO. It is our collective duty to ensure that we create the necessary conditions to attract the best and the brightest to scientific and technological studies.

I am also very happy to lay the foundation stone of ISRO’s Space Complex in New Delhi. The Complex will go a long way in fulfilling the needs for utilisation of space based services in this part of our country. I do hope that the building will be well designed and that it will set an example in the utilisation of environment friendly technologies. Above all, I hope that it will popularize the study of space all across the country.

I would like to thank the Governments of both Kerala and Delhi particularly Smt. Shiela Dixit for supporting the establishment of these two institutions. In conclusion, I once again congratulate all the recipients of the awards today, including those who are participating from Thiruvananthapuram. I wish the entire ISRO family even greater success in their service to the cause of our nation.”

Shri Jaipal Reddy, the Cabinet Minister will inaugurate the first academic session of the School of Journalism and New Media Studies of Indira Gandhi National Open University. SOJNMS is launching its academic activities for the year from 24 August 2009. Two new full time on campus Masters Degree Programmes are being launched this year onwards. IGNOU, having established itself as a benchmark for Distance Learning all over the world, in its twenty fifth year is venturing into dual mode of instruction. The full time MA in Journalism and Mass Communication and MA in Electronic Media Production and Management are a part of this endeavour. Director SOJNMS Dr. Shambhu Nath Singh will welcome the gathering of esteemed guests and enthusiastic students at this occasion and acquaint with the school’s new initiatives.

The inauguration of this first session will be marked by intellectual discourses by eminent speakers spearheaded by the Minister. Mr. Reddy, known in the political circles as one who is always prepared to answer a question and well done homework before raising one, will enlighten the students on the value of fearless and honest approach. Having held dual term as the Minister for Information and Broadcasting, he is the appropriate celebrity role model for the youngsters. His famous debating skills and Bachelors’ degree in Journalism make him the right choice for the occasion.

Mr. Vinod Mehta, the editor-in-chief of Outlook Group is also among the guests of honour. Former editor of the men’s magazine Debonair; founder-editor of India’s original weekly newspaper, The Sunday Observer; and editor of The Independent and The Pioneer dailies, Mr. Mehta is a master brewer who, over 30 years, has perfected the art of making the important interesting, and shown that good journalism needn’t be bad business. Alive and articulate, quirky and contrarian, Mehta will be able to guide what journalism students should do and on how they should approach the craft of writing.

K S Sachidananda Murthy, Resident Editor, The Week and the Malyala Manorama is another Guest of Honour. As the Secretary-General, Editors' Guild he has been instrumental in coming up with a code of conduct for print media. He is the perfect person to address the dilemma faced by the budding journalists between being ethical and being famous.

Dr. Warren Mellor, Director a.i. and UNESCO Representative to India, Bhutan, Maldives and Sri Lanka shall also address the gathering. His educational and teaching experience will benefit the students.

Dr. V.N. Rajasekharan Pillai, IGNOU Vice Chancellor will preside over this function that is supposed to mark the beginning of the intellectual journey of the newly admitted students to the school. To be held at the Convention Centre of IGNOU Campus, the inaugural sure will offer some healthy food for thought.

SOUTH ASIAN COUNTRIES MEET ON SANITATION

A two-day meeting of the Inter Country Working Group for South Asian Conference on Sanitation (SACOSAN) was inaugurated in New Delhi today by the Union Minister of Rural Development Dr. C.P.Joshi. Addressing the delegates, Dr. Joshi stated that ‘Sanitation has a strong connection not only with personal hygiene but also with human dignity and well-being, public health, nutrition and even education’. Quoting Mahatma Gandh’s dream of ‘total sanitation for all’ he said that cleanliness and sanitation were an integral part of the Gandhian way of living.

Country Delegates from Pakistan, Bangladesh, Maldives, Bhutan, Nepal and India are participating in the meeting. Delegates / experts from UN, International Agencies like UNICEF, Water-AID,FANSA and WSP-SA are also participating in the meeting.

Ms. Agatha Sangma, Minister of State of Rural Development, in her Presidential address emphasised the key role of women in achieving total sanitation and stressed that greater attention on the sanitation needs of adolescent girls is needed.

Shri Shantanu Counsul, Secretary of the Department of Drinking Water Supply made suggestions for improving the reach and use of sanitation facilities in the region.

The Inter Country Working Group meeting has been organized in pursuance of one of the commitments made in the Delhi Declaration adopted by the Third South Asian Conference on Sanitation held in New Delhi last year. It will deliberate upon various steps taken by member countries as a follow up of the commitments made in the Delhi Declaration. The next South Asian Conference on Sanitation is scheduled to be held in Sri Lanka in 2010.

The meeting will also explore ways to build solidarity, resources networks and institutions and to promote inter Governmental and cross country co-operation to develop capacities to achieve sustainable sanitation.

The Commission had vide Press Note No. ECI/PN/43/2009 dated 17th August, 2009, announced programme for holding bye-elections to fill up 11 vacancies in Bihar Legislative Assembly namely, 02-Bagaha (SC), 09-Nautan, 105-Begusarai, 113-Tribeniganj, 119-Simri-Bakhtiarpur, 130-Araria, 155-Dhuraiya (SC), 167-Munger, 193-Phulwari (SC), 228-Ghosi, 235-Bodh Gaya (SC) and 1 vacancy in NCT of Delhi Legislative Assembly namely 54-Okhla. Earlier, the Commission had announced holding of certain bye-elections vide Press Note No. ECI/PN/42/2009 dated 12th August 2009, which included 7 Assembly Constituencies in Bihar and 1 Assembly Constituency in NCT of Delhi.

The Commission has now decided that in respect of 18 bye-elections to Bihar Legislative Assembly and the 2 bye-elections to the Legislative Assembly of NCT of Delhi announced by the Commission vide Press Notes dated 12th August and 17th August 2009, the date of counting shall be 17-09-2009 afternoon.

New System for accredited media persons to avail concessional train fare from 15th October 2009

As a follow up to the announcement made by the Minister of Railways Kumari Mamata Banerjee in her Railway Budget 2009-10 speech, for the convenience of accredited media persons, the Ministry of Railways has decided to replace the existing system of Coupon Books for accredited press correspondents by Photo Identity Card based system for availing concessional train fare. Photo identification card will be issued by Railways to accredited press correspondents instead of coupons books. The Photo identification card will be issued on production of the certification by the Press Information Bureau, Government of India and other competent State and local authorities as per the specimen form of certificate. Detailed guidelines and procedures are available at www.indianrailways.gov.in (>Railway Board Directorates > Traffic Commercial > Commercial Circulars > Year 2009).

Accredited press correspondent will be eligible for 50 per cent in the basic fares all classes of Mail/Express trains & all other charges are to be collected in full; and 50 per cent in the all inclusive fares of all classes of Rajdhani/Shatabdi/Jan Shatabdi trains. This concession will not be admissible in Garib Rath trains. The new system of concession based on Photo Identity card and the increased concession on Rajdhani/Shatabdi/Jan Shatabdi trains will be effective from 15th October 2009.

The same concession will be extended to Spouse of the accredited Press correspondent while travelling with him/her once in every financial year (April to March). This concession will be issued to the spouse of the accredited Press Correspondent when travelling from the station serving the headquarters to any place and back.

This concession is not admissible for the spouse when travelling alone. For availing the concession for spouse the accredited press correspondent shall give an undertaking to the Chief Reservation Supervisor /Station Manager/Booking Supervisor as per the guidelines at the time of booking the ticket.

CM requests PM for allotment of 45 MWSCMD Gas

The Chief Minister of Karnataka Shri B.S.Yeddyurappa has written a letter to the Prime Minister of India Dr.Manmohan Singh requesting him to allot 45 MWSCMD of gas for the purpose of power generation, fertilizer production, industrial development and for supply of piped gas to homes and to the transport sector. The full text of his letter is as under:-

“Natural gas has emerged as a key energy resource for the economic development of any region. Availability of gas is critical for faster industrial growth in a competitive environment. Government of Karnataka have been pursuing for a long time for pipeline connectivity to the State so that gas becomes available for power generation, fertilizer production, industrial development, for supply of piped gas to homes and to the transport sector. For a state-wide roll out of city gas distribution projects. State administration has been in dialogue with GAIL and Reliance who have shown their keen interest. The State has signed an Mou with GAIL recently to facilitate the laying of Dabhol-Bangalore and Cochin-Bangalore gas pipelines. However, the source of gas and the pricing is yet to be firmed up by GAIL.

India’s largest pipeline, namely East-West Pipeline (EWPL) constructed by Reliance is passing through Karnataka. Reliance to has also been authorised by the Government of Karnataka to implement gas distribution projects in a few districts of the State.

Karnataka has urgent need for gas for setting up of about 9000 MW of power plants and city gas distribution. Gas will also be required for various industrial units and commercial establishments. As per current estimates, all these would require about 40-45 MWSCMD of gas.

Needless to say, we are eagerly awaiting the allocation of gas to our State having regard to the above requirements which are critical to our developmental plans.

I am writing therefore to request you to kindly consider out demand for gas as stated above while making allocations from various zones to the States”.

FM to release ‘Direct Taxes Code’ tomorrow

Finance Minister, Shri Pranab Mukherjee will release the draft of the Direct Taxes Code and a Discussion Paper tomorrow in the presence of Union Home Minister, Shri P. Chidambaram and Ministers of State for Finance, Shri S.S. Palanimanickam and Shri Namo Narain Meena. The Government will consider inputs and suggestions received from the public before finalising the Direct Taxes Code Bill for introduction in Parliament sometime during the Winter Session.

The draft of the Direct Taxes Code and the Discussion Paper will be uploaded on the PIB website (www.pib.nic.in ) and website of the Ministry of Finance (www.finmin.nic.in ) along with a web based interface for readers to send their comments and suggestions.

The current Income-tax Act was enacted in 1961 to replace the earlier Act which had been legislated before Independence in 1922. More than 50 years have elapsed since the introduction of the current Income-tax Act. The Government had, therefore, announced its intention to introduce a revised and simplified Income-tax Bill while presenting the Union Budget for 2005-06.

Subsequently, work was undertaken on drafting a Direct Taxes Code to replace the current Income-tax Act, 1961 and the Wealth-tax Act, 1957. In his speech in Parliament on 6th July, 2009, while presenting the Union Budget for 2009-10, Finance Minister, Shri Pranab Mukherjee said, “I propose to pursue structural changes in direct taxes by releasing the new Direct Taxes Code within the next 45 days and in indirect taxes by accelerating the process for the smooth introduction of the Goods and Services Tax (GST) with effect from 1st April, 2010. The Direct Taxes Code, along with a Discussion Paper, will be released to the public for debate. Based on the inputs received, the Government will finalise the Direct Taxes Code Bill for introduction in this House sometime during the Winter Session”.

URGENT.BYE ELECTIONS;KARNATAKA.AUG09(THANKSPIB.NIC.IN)

The Election Commission had, in an extraordinary measure, invited those who have recently expressed reservations about the Electronic Voting Machine (EVM) to come and demonstrate the points made in their allegations from 3rd to 8th August 2009. Those invited included political parties, petitioners before various courts and some individuals who had been writing to the Commission on this issue. One hundred EVM samples were obtained on random basis from ten states namely, Andhra Pradesh, Delhi, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Tamil Nadu and Uttar Pradesh. These were kept at the Commission’s office in readiness for scrutiny and for any application to establish its alleged fallibility. The EVMs were offered for such demonstration in the presence of a technical experts group as well as engineers representing the EVM manufacturers, BEL and ECIL. These engineers were especially called from Hyderabad and Bangalore and stationed in ECI’s office for a whole week for this specific purpose. The outcome of this exercise is that none of the persons, who were given the opportunity, could actually demonstrate any tamperability of the ECI-EVM, in any of the hundred machines put on display. They either failed or chose not to demonstrate.

The Election Commission would like to underline that it always had a firm conviction and complete satisfaction that EVMs could not be tampered with. Its faith on the machine has never wavered through the conduct of elections in the last many years including the nation-wide general elections in 2004 and 2009 and over 30 general elections to state assemblies during the last five years. In the past, no one has been able to actually demonstrate that EVMs used by the Election Commission can be tampered with or manipulated. What has been demonstrated or claimed to have been demonstrated is on a privately assembled “look-alike of ECI-EVMs” and not the actual ECI-EVM. However, the aforesaid extraordinary measure was undertaken by the Election Commission in fulfillment of its responsibility not to allow even a small shade of doubt about any aspect of its operation and in order to set at rest any misgiving anywhere. Today, the Commission once again completely reaffirms its faith in the infallibility of the EVMs. These are fully tamper-proof, as ever.

Dr. Kirit Somaiya, Vice-President, BJP, Maharashtra, accompanied by some others, visited the Commission on 7 August 2009 responding to the Commission’s invitation. He categorically stated that he was not opposed to the use of EVMs and he had never wanted to do any demonstration about the tamperability of EVMs. He however made certain suggestions for consideration of the Commission in line with his earlier correspondence with ECI. Ms. Veena Singh, a candidate in recent Parliamentary election in Madhya Pradesh also visited the Commission and made certain general points regarding physical handling of EVMs. It was explained to her that there are sufficient safeguards to take care of such problems. Shri Satinath Chaudhury, a petitioner in the Supreme Court in 2004 on the EVM issue, came on 8th August 2009 and after making some attempts, failed to demonstrate that the EVM could be tampered with.

Shri Omesh Saigal, who visited the Commission on the same day, accompanied by some others, refused to demonstrate the points earlier raised by him, using any of the 100 actual ECI-EVMs, he was offered to choose from. In a letter, addressed to the Chief Election Commissioner and handed over to EC officials, he in turn wanted certain arrangements for him and his team of hardware and software professionals from a private company before coming to demonstrate about the tamperability of the EVM. He also offered to show what he claimed as possibility of tampering using his personal computer and a ‘look alike’ of the ECI-EVM, that was privately manufactured, and is also seen on several TV channels. It was pointed out to Shri Saigal that the ECI-EVM was not at all comparable with what he had brought. Based on this, the EC officials declined to deal with, what appeared to be an imitation machine, so as to avoid creating any confusion in public mind. Shri Saigal made also a request to the Commission to consider pre-poll audit of the EVMs.

The Supreme Court of India, while disposing of a petition filed by Shri V. V. Rao and three others belonging to the Jan Chaitanya Vedika, raising questions about use of Electronic Voting Machines in the elections, on 27 July 2009 observed that the petitioners could approach the Election Commission in the matter. Similar petitions were filed before three High Courts in the country. These are the Madras High Court, the Bombay High Court and the High Court of Madhya Pradesh (Jabalpur bench). These petitions also raise allegations about the possibility of tampering with the EVMs. The Mumbai High Court has since dismissed the petition asking the petitioner to approach the Election Commission. The Election Commission has invited all these petitioners to come and demonstrate their points before the Commission. But none of them turned up for making a demonstration from 3rd August 2009 to 8th August 2009.

EVMs have served the country’s elections well. These were introduced after long ranging political, technical and administrative consultations since 1979. The use of machines has helped prevent several electoral malpractices and resulted in more efficient conduct of elections. Judgments from various courts have upheld the use of EVMs and technical experts have endorsed the machines from time to time. In fact, the Karnataka High Court has hailed the EVM as ‘a national pride’. Similarly, the Madras High Court, after elaborate consideration of the issue in a batch of petitions in 2001, rejected allegations that the EVMs could be tampered. The issues recently raised by petitioners in the Courts and by some others, broadly allege the possibility of tampering with the machine during the manufacturing process or while operating the machine. The following facts about ECI-EVMs conclusively rule out any such possibility.

Facts about EVMs used by ECI

i. ECI-EVMs are manufactured only by Electronics Corporation of India Limited (Department of Atomic Energy) and Bharat Electronics Limited (Ministry of Defence), both Central Public Sector Undertakings, which are entrusted with development of very high security product/equipment development.
ii. The ECI-EVMs cannot be reprogrammed.
iii. The software for this chip is developed in-house by a select group of engineers in the two PSUs independently from each other. A select software development group of 2-3 engineers designs the source code and this work is not sub-contracted.
iv. The source code is so designed that it allows a voter to cast the vote only once. The next vote can be recorded only after the Presiding Officer enables the ballot on the Control Unit. In between the machine becomes dead to any signal from outside (except from the Control Unit).
v. After completion of software design, testing and evaluation of the software is carried out by an independent testing group as per the software requirements specifications (SRS). This ensures that the software has really been written as per the requirements laid down for its intended use only.
vi. After successful completion of such evaluation, machine code of the source programme code known as hex-code (not the source code itself) is given to the micro controller manufacturer for fusing in the micro controllers. From this machine code, the source code cannot be read. Source code is never handed over to anyone outside the software group.
vii. Micro controller manufacturer initially provides engineering samples for evaluation. These samples are assembled into the EVM, evaluated and verified for functionality at great length. Bulk production clearance is given to micro controller manufacturer only after successful completion of this verification.
viii. The source code for the EVM is stored under controlled conditions at all times. Checks and balances are in place to ensure that it is accessible to authorized personnel only.
ix. During production, functional testing is done by production group as per the laid down quality plan and performance test procedures.
x. Samples of EVMs from production batches are regularly checked for functionality by Quality Assurance Group, which is an independent group within the organizations.
xi. Certain additional features were introduced in 2006 in ECI-EVMs such as dynamic coding between Ballot Unit and Control Unit, installation of real time clock, installation of full display system and date and time stamping of every key pressing in EVM. It is important to note that there was no modification of any type done at this stage in the basic functions of the machine.

Not comparable with EVMs Abroad

The Commission has come across some comparisons between ECI-EVM and EVMs used by foreign countries. Such comparisons are both misplaced and misguided. Most of the systems used in other countries are PC based and running on operating Systems. Hence, these could be vulnerable to hacking. The EVM in India on the other hand is a fully standalone machine without being part of any network and with no provision for any input. As already stated, the software in the EVM chip is one time programmable and is burnt into the chip at the time of manufacture. Nothing can be written on the chip after manufacture. Thus the ECI-EVMs are fundamentally different from the voting machines and processes adopted in various foreign countries. Any surmise based on foreign studies or operating system based EVMs used elsewhere would be completely erroneous. The ECI-EVMs cannot be compared with those EVMs.

Complete Procedural Security

The Commission has in place elaborate administrative measures and procedural checks-and-balances aimed at prevention of any possible misuse or procedural lapses. These measures include rigorous pre-election test and inspection of each EVM by the technicians, two level randomization with the involvement of candidates and their agents, for the random allotment of the EVMs to various constituencies and their subsequent dispatch to various polling stations. Preparation of the EVMs for elections is done in the presence of the candidates/their agents and sealing of the prepared EVMs is also done in candidate’s or their agent’s presence. Thread seal are fixed on the EVM where again, the candidates or their representatives put their own signature and seals. Paper seals guards against any unauthorized access to the EVMs after preparation. EVMs are then kept in sealed strong rooms with provision for the candidates to put their individual seals on the strong rooms. The EVMs are randomized twice over. The list of EVMs going to individual polling stations is given to the candidates for them to check, on the poll day the actual machine, that is used in that polling station. Furthermore a mock poll is conducted in the presence of polling agents, when the polling agents can verify, inter-alia, the EVM numbers. A mock poll certificate is taken before the commencement of poll. After the mock poll the machine is set back to zero and green paper seal printed at Government Security Press is put in, where once again every polling agent is allowed to put his/her signature. After the polls, the EVM are also sealed in such a manner that there is no physical access to any of the buttons on the EVMs. Indeed there is no access to the EVMs itself since the carrying case is sealed completely. The machines are put in the strong room again in presence of the candidates, observer of the commission under video camera surveillance. The strong room is allowed to be guarded by the supporters of the candidates besides the police protection provided to strong rooms. At every step, the EVM is very well protected and elaborate arrangements are in place for the same.

Mr P. Soundara Rajan has been appointed as the Director, Corporate Planning and Marketing of Hindustan Aeronautics Ltd (HAL). Prior to this, he was the General Manager (Projects) at Corporate Office, driving the business development activities.

As the Director, Mr Soundara Rajan will spearhead a gamut of activities in Planning, Marketing, Customer Services, Quality, Projects, Management Services and Information Technology.
“My focus will be on meeting the commitments made to customers at all levels and forums, investment driven growth in technologies and capabilities of the organization; and targeted globalization of products and globalization of business processes and people,” Mr Soundara Rajan said, soon after assuming the office.

Career Snapshots: Hailing from Sholavandan village (Madurai district) in Tamil Nadu, Mr Soundara Rajan graduated from Thiagarajar College of Engineering, Madurai, in electrical engineering and later did his MBA from P.S.G. College of Technology, Coimbatore. He joined HAL as a Management Trainee in 1975 and has over 33 years of experience in manufacture, repair, overhaul of aircraft, helicopters, piston engines and aero accessories. His experience covers project management, quality assurance, integrated materials management and production management. He had served as Resident Manager at HAL’s Liaison Office at the Indian High Commission in UK during 1998-2001.

Mr Soundara Rajan has undertaken several path breaking initiatives at HAL such as aligning the quality systems to international AS 9100 & NADCAP standards, implementation of ERP systems, indigenization of key systems and establishing long term business agreements with supply chain.
During his tenure, he established the major overhaul line for Mirage 2000 and its systems, a first of its kind outside France at that time. He was responsible for establishing a world class, the state of the art, Centre of Excellence for manufacture of aerospace composites.
