Railways make special arrangements for transporation of relief material free of charge to flood affected districts of Andhra Pradesh and Karnataka

MAMATA BANERJEE OFFERS FULL COOPERATION OF RAILWAYS IN RELIEF AND RESCUE OPERATIONS

In a major humanitarian initiative towards providing succour to the flood victims, the Ministry of Railways has decided to transport relief material booked by various agencies to flood affected districts of Andhra Pradesh and Karnataka, free of charge for the timely distribution among the affected people. The Minister of Railways, Kumari Mamata Banerjee, taking prompt action, has sanctioned this measure as a special case with a view to facilitate movement of relief material to flood affected areas for the benefit of millions of people marooned by the recent floods occurring in the two states.. The Railway Minister also directed the General Managers of South Central Railway (Headquarters at Secundrabad) and of South Western Railway (Headquarters at Hubli) to extend all possible assistance to concerned state governments in carrying out relief and rescue operations. She also spoke personally to the Chief Ministers of Andhra Pradesh and Karnataka and offered full cooperation of Railways in this hour of crisis.

Relief material may be booked by District Magistrate, Relief Commissioner, Government and Non-Government Organisations, recoginised political parties, trusts, Philanthropic organisations, social services organisations, reputed press and electronic media for transportation by rail from any station in the country to flood affected districts of Karnataka and Andhra Pradesh.

The relief material will be transported on the condition that the consignment of the relief material is addressed to the Relief Commissioner/District Magistrate of the flood affected districts which include; Bijapuir, Bagalkopt, Raichur, Bellary of Karnataka and Mehabubnagar, Kurnool, Krishna, Guntur and Nalgonda of Andhra Pradesh. The Railways will not charge any money for this kind of transportation.

The relief material so transported will be distributed under the supervision of the authorities of the State Government.

Railway Board has directed all Zonal Railways to implement these instructions with immediate effect. This scheme of free of charge transportation of relief material will remain valid upto 4th December 2009. The Zonal Railways have also been directed to move relief material consignment on priority subject to operational feasibility.

The consignment will be booked at Owner’s Risk and no claim for any loss or damage to the consignments carried under this arrangement will be entertained by Railways.

The Tirumala Tirupati Devasthanam has also joined the relief activities for the affected people in the Kurnool and Mahboobnagar districts .

The TTD Executive Officer Sri. I Y R Krishna Rao said the TTD has today already dispatched 30,000 food packets by a special transport to Kurnool for distribution among the affected displaced people living in relief camps .

He said another 20,000 food packets and large number of blankets will be sent tomorrow morning for the benefit of the stranded people in the affected districts .

The Executive Officer said the Employees of the TTD have also decided to donate their one days salary to the Chief Ministers Relief Fund for benefit of the displaced persons in the Flood hit Kurnool and Mahboobnagar districts.

Centre providing all possible assistance to flood-hit Andhra Pradesh and Karnataka

The Centre is providing all possible assistance to Andhra Pradesh and Karnataka where incessant rains have caused severe floods in some areas. Union Home Secretary, Secretary (Border Management) and senior officers of the National Disaster Management Authority (NDMA) are in constant touch with the State Authorities and other agencies. The situation is being monitored on round the clock basis by the Control Room of the Ministry of Home Affairs (MHA). NDRF personnel deployed are engaged in large scale rescue and evacuation operations and distribution of food, drinking water and other relief items to the affected people in Andhra Pradesh and Karnataka. Army, Navy and Air Force are also assisting in relief and rescue operations.

Keeping in view the severity of the situation caused by heavy rains/floods, MHA has rushed NDRF personnel along with boats to the affected areas from Bhatinda, NOIDA, Pune, Arakkonam(Tamil Nadu) and Mundali (Orissa).

In ANDHRA PRADESH, 694 water rescue trained personnel of National Disaster Response Force (NDRF) alongwith 173 inflatable motorized boats have been deployed in the districts of Kurnool(395 personnel + 89 boats), Krishna(163 personnel + 46 boats) and Mehboob Nagar (136 personnel + 38 boats) for rescue and relief operations. In addition, a team of 19 water rescue trained personnel and 20 inflatable boats from Palam airbase is being airlifted to Vijaywada (Krishna district) today.

In KARNATAKA, 249 water rescue trained personnel of National Disaster Response Force (NDRF) along with 73 inflatable motorized boats have been deployed in the districts of Bagalkote(76 personnel + 19 boats), Raichur(71 personnel + 22 boats), Gadag(36 personnel + 13 boats) and Bijapur(66 personnel + 19 boats) for rescue and relief operations. In addition, 250 water rescue trained personnel and 60 inflatable boats of NDRF from Gandhinagar are in readiness to be airlifted based on the operational requirement and availability of the aircraft.

As per information received from IMD, a low pressure area was formed on 28th September, 2009. It became well marked on 29th September and lay over the same area till 30th September. The system lay over west central Bay of Bengal and adjoining north coastal Andhra Pradesh & south coastal Orissa on 1st October and over Telangana & neighbourhood on 2nd and 3rd October. It became low pressure area today and lies over Telangana and adjoining Vidarbha.

Under the influence of the system the westerlies along the west coast strengthened and consequently fairly widespread to widespread rainfall activity with heavy to very heavy rainfall at isolated places has occurred over Orissa, Andhra Pradesh, Karnataka, Kerala and along the west coast. Extremely heavy rainfall also occurred at isolated places along the west coast on 3rd October, 2009.

Under the influence of approaching trough in middle and upper tropospheric westerlies and its interaction with the low pressure area, fairly widespread rainfall activity with isolated heavy to very heavy falls is likely over Uttar Pradesh, Uttarakhand, Himachal Pradesh, East Rajasthan, Madhya Pradesh and Haryana from 4th to 6th October, 2009.

Fairly widespread rainfall activity is likely over Maharashtra, Telengana, Coastal Karnataka, Kerala, Lakshadweep and Andaman & Nicobar Islands during the next 24 hours and decrease thereafter.

Isolated heavy rainfall is likely over Vidarbha and Telangana during the next 24 hours.

Isolated heavy to very heavy rainfall is likely over Madhya Pradesh, East Rajasthan, West Uttar Pradesh and Andaman and Nicobar Islands during the next 48 hours.

Prime Minister LEADS PARLIAMENTARIAN IN PAYING Tributes to Mahatma Gandhi and Shri Lal Bahadur Shastri

New Delhi, 02 October 2009: Prime Minister, Dr. Manmohan Singh, Deputy Speaker of Lok Sabha, Shri Kariya Munda and UPA Chairperson, Smt Sonia Gandhi paid floral tributes at the portraits of Mahatma Gandhi and Shri Lal Bahadur Shastri on the occasion of their birth anniversaries in the Central Hall of Parliament House today.

Among others who paid floral tributes to Mahatma Gandhi and Shri Lal Bahadur Shastri were Union Ministers; Members of Parliament and former Members of Parliament.

The family members of Shri Lal Bahadur Shastri also joined the dignitaries in paying tributes to both the leaders.

The portrait of the Father of the Nation was unveiled in the Central Hall on 28 August 1947 by the President of the Constituent Assembly of India, Dr. Rajendra Prasad, when the portrait of Shri Lal Bahadur Shastri was unveiled on 2 October 1993 by the then President of India, Dr. Shanker Dayal Sharma.

Visit of President ICAO

The President of the International Civil Aviation Organisation, Mr. Roberto Kobeh Gonzalez, arrived in India on a three days visit on the invitation of Ministry of Civil Aviation. Mr. Kobeh held discussions with Secretary, Civil Aviation, Mr. M.M. Nambiar, DGCA, Airports Authority of India and other senior officials of the Ministry and familiarized himself with the developments taking place in Indian civil aviation sector. Later, the President visited ATC complex at Delhi airport and related facilities to familiarize himself with new measures being introduced to evolve an efficient air space management, ATM/CNS infrastructure. Mr. Kobeh also visited Indira Gandhi New Delhi International Airport to see the ongoing work at a new site. He went around the construction site and was very impressed with the efforts of DIAL to build a world class airport.

The President of ICAO also called on Minister of Civil Aviation, Shri Praful Patel. Both exchanged views on matters of mutual interest and issues facing global, regional and national civil aviation sector.

The President informed that globally international civil aviation is going through recession and recording negative growth. India, which recorded a phenomenal growth in past few years, is also registering negative growth in past few months. However, he was optimistic that with the increasing growth of GDP, India will come back on fast growing track soon. India is the fastest growing aviation market and has great potential for future growth.

The President emphasized on the importance of cooperation in civil aviation and applauded the steps taken by India for private sector participation in development of metro and regional airports. The President informed that the issues of infrastructure capacity, airline capacity and air space management are required to be addressed. He was impressed that India was amongst a few countries of the world, which have already started addressing these issues.

The President drew attention towards importance of safety in civil aviation and sharing of information pertaining to safety amongst nations and professional bodies. In this connection, the President highlighted that India has ensured compliance with 90% observations of ICAO audit of 2006. He hoped that the remaining observations will be complied with very soon. The President on behalf of ICAO recommended the need for flexibility and more autonomy for safety regulatory mechanism by setting up of Civil Aviation Authority. The President assured to provide technical cooperation from ICAO in the study of setting up a separate civil aviation security structure.

The President impressed upon the need for increasing technical cooperation between India and ICAO. The President was informed that several technical projects are already under way. Four important technical projects have recently been approved by Govt. of India with ICAO, namely (i) Feasibility Study of Civil Aviation Authority, (ii) Developments of new systems in the area of (i) Aerodromes (ii) Flight Standards and (iii) Air Navigation Services.

The President also highlighted the need for increasing coordination between civil and military authorities. The President emphasized upon the need for protection of aviation environment and more independence for accident and incident investigation.

The Minister of Civil Aviation apprised the President that the safety of civil aviation has always remained an area of importance and occupies the highest priority in the current time. The Minister assured that all required resources will be provided to DGCA not only to maintain present accident free safety records but also to enhance it and maintain above the international bench mark. The Minister also assured full cooperation with ICAO as well as regional cooperation, including issues of climate change and efficient management of air space.

The President was also the keynote speaker at the Air Transport Symposium organized by Ministry of Civil Aviation, DGCA, AAI and others.
