MR. MANGU SINGH INSPECTS CENTRAL SECRETARIAT – MANDI HOUSE STRETCH FOR PHASE-III WORK; DMRC AWARDS MORE CONTRACTS FOR CIVIL WORK IN 2012

DMRC’s new Managing Director, Mr. Mangu Singh, today inspected and took stock of the progress of work on the Central Secretariat – Mandi House stretch of extension of Line 6 (Central Secretariat – Kashmere Gate corridor) for Phase III construction. Mr. Singh inspected the construction site at the Chelmsford Club where first Tunnel Boring Machine (TBM) for Phase-III was earlier lowered on 31^st January, 2012 and then checked the under construction Janpath and Mandi House Metro Stations.

Delhi Metro’s Phase-III civil works started after the award of contract for the construction of this 3.2 kilometers underground Central Secretariat – Mandi House stretch in June, 2011. Since then, the DMRC has awarded two more civil contracts for Phase – III corridors in January, 2012. This development will ensure beginning of Phase – III construction on a large scale.

The first contract has been awarded to M/s Larsen & Toubro (L&T) – SUCG (Shanghai Urban Construction Group) Joint-Venture (JV) for construction of Stations and tunnels between Mandi House and Jama Masjid. This 3.3 kilometer section will be completely underground and will cover three stations namely ITO, Delhi Gate and Jama Masjid. The stations will be contructed using Cut and Cover technology. Tunnelling distance in the section is 2.5 kms approx. and will be constructed using Tunnel Boring Machines (TBM). M/s L&T – SUCG JV have to complete this work in 42 months. This corridor is completely underground and will be further extended up to Kashmere Gate.

The second contract has been awarded to M/s Larsen & Toubro (L&T) for construction of entire viaduct for the Faridabad corridor. This corridor, which is completely elevated, is also an extension of Line 6 from Badarpur to Faridabad and is 14 kms approx. in length. There will have nine (09) Stations namely Sarai, NHPC Chowk, Mewala Maharajpur, Sector 27 A, Badkal More, Faridabad Old, Ajronda, Faridabad New Town and YMCA Chowk. According to the Detailed Project Report (DPR), around 1, 80, 000 people from Faridabad will be benefitted after the inauguration of this corridor. M/s L&T will have to complete this project in 20 months.

Till now, DMRC has awarded seven (07) civil tenders for Phase – III. The first tender was awarded to Pratibha - CRFG (China Rail First Group) Joint-Venture (JV) for the construction of tunnel and Station for the Central Secretariat – Mandi House stretch. The other tenders that have been awarded by the Delhi Metro for Phase – III project include:

Design & Construction of Civil Engineering works for construction of bridge across river Yamuna at Kalindi Kunj (Okhla Barrage) on Line-8 (Janakpuri West to Kalindi Kunj) – awarded to M/s S. P. Singla

· Design & Construction of Viaduct and Two Elevated Stations namely Rohini Sector - 18 & Badli on Jahangirpuri - Badli corridor (Extension of Line - 2) – awarded to M/s J. Kumar

Design & Construction of Civil Engineering works for construction of bridge across river Yamuna on Mukandpur -Yamuna Vihar corridor (Line 7) – awarded to M/s Arvind Techno Engineers Pvt. Ltd.
Design and Construction of Tunnel by Shield TBM, Tunnel by Cut & Cover, Underground Station at Azadpur by Cut & Cover method & ramps at Mukundpur and Shalimar Bagh for underground works on Mukundpur - Yamuna Vihar corridor (Line – 7) – awarded to M/s CEC (Continental Engineering Corporation) – CICI (CEC International Corporation India) Joint-Venture (JV).

The first section of Phase-III i.e. the Central Secretariat – Mandi House is expected to be opened for public by December, 2014. The other sections/corridors of Phase – III will also be opened subsequently to meet the Phase-III completion target of March, 2016.

Press Note

Section 126 of the Representation of the People Act,1951, prohibits displaying any election matter by means, inter alia, of televisionor similar apparatus, during the period of 48 hours before the hour fixed forconclusion of poll in a constituency. The relevant portions of the said Section 126 are re-produced below:-

[126.Prohibition of public meetings during period of forty-eight hours ending with hour fixed for conclusion of poll-

(1) Noperson shall –

(a) …………………………

(b) Displayto the public any election matter by means of cinematograph, television orother similar apparatus;

In any polling area during theperiod of forty-eight hours ending with the hour fixed for the conclusion ofthe poll for any election in the polling area.

(2) Anyperson who contravenes the provisions of sub-section(1)shall be punishable with imprisonment for a term which may extend to two years,or with fine, or with both.

(3) In thisSection, the expression “election matter” means any matter intended orcalculated to influence or affect the result of an election.]

2. During elections, there aresometimes allegations of violation of the provisions of the above Section 126of the Representation of the People Act, 1951 by TV channels in the telecast oftheir panel discussions/debates and other news and current affairs programmes.The Commission has clarified in the past that the said Section 126 prohibits displayingany election matter by means, inter alia, of television or similar apparatus,during the period of 48 hours ending with the hour fixed for conclusion of pollin a constituency. “Election matter” hasbeen defined in that Section as any matter intended or calculated to influenceor affect the result of an election. Violation of the aforesaid provisions of Section 126 is punishable withimprisonment upto a period of two years, or with fineor both.

3. The Commission has alsoclarified that while telecasting/broadcasting programmes like debate/paneldiscussions, current affairs programmes etc., it should be ensured that thesedo not violate the provisions of Section 126, and that programmes involvingcandidates and leaders of political parties including interviewing orprojecting any candidate or political party or its leaders not betelecast/broadcast during the prohibited period of 48 hours mentioned inSection 126.

4. The Commission once againreiterates that the TV/Radio channels and cable networks should ensure that thecontents of programmes telecast/broadcast /displayed by them during the periodof 48 hours referred to in Section 126 do not contain any material, includingviews/appeals by panelists/participants that may be construed as promoting/prejudicing the prospect of any particular party or candidate(s) orinfluencing/affecting the result of the election.

Tirumala, 18 Jan 2012(P.R.O) The 1985-Batch IAS Officer, Smt.Chitra Ramachandran, the Principal Secretary of Revenue Endowments, Govt. of AP, sworn in as the ex-officio member of TTD trust board on Wednesday and became the first woman officer to hold the position in the glorious history of Tirumala Tirupati Devasthanams.

The TTD Executive officer Sri LV Subramanyam administered the oath of office to Smt Chitra Ramachandran at the Bangaru Vakili of the Tirumala temple on Wednesday morning at around 9:50am. After fulfilling the formalities, Smt. Ramachandran offered prayers to Lord Venkateswara. Later the vedic pundits offered Veda Asirvachanams inside Ranganayakula Mandapam. Temple Deputy EO Sri P. Munirathnam Reddy offered prasadams, calendar and diary to the new ex-officio member.

Later speaking to media persons after coming out of the temple, Smt. Chitra Ramachandran said “This is a divine opportunity to serve millions of devotees who come to Tirumala to have darshan of Lord Venkateswara. The TTD as well as the Trust board will work together to provide better services to the visiting pilgrims”, she added.

DGCA takes meeting of NSOP and Private Operators

In view of the ensuing state elections, the Director General of Civil Aviation took a meeting of the NSOP and private operators, here today. In this regard DGCA has issued Air Safety Circular 2 of 2012 on “Operation of small aircraft/helicopter - adherence to safety guidelines” for compliance by various stakeholders. Following issues were stressed upon during the meeting:

a) In order to have safe and incident free flying management and the individuals flying the machine to play a bigger role.

b) No aircraft/ helicopter to be released with any defects.

c) Proper co-ordination with District authorities regarding helipad, safety services including adequate fire fighting facilities.

d) Airport Authority of India to ensure proper parking space and avoid air traffic congestion.

e) Operators to submit election flying program to Regional DGCA office.

f) Airport Authority of India to provide common radio frequency to operators flying in uncontrolled airspace.

Letters have also been issued to Chief Secretaries of Goa, Manipur, Punjab, Uttar Pradesh, Uttarakhand, for ensuring Safety of aircraft operation during election period.

Safety teams of DGCA will soon be carrying out oversight inspections.

ಈ ಪತ್ರಗಳನ್ನೆಲ್ಲ ನೋಡಿ ಅಚ್ಚರಿಗೊಂಡೆ. ನನ್ನನ್ನು ಖುದ್ದು ನೋಡಲಾಗದವರು, ದೂರದ ಊರಿನವರು, ನನ್ನ ಸಹಪಾಠಿಗಳು, ಪಕ್ಷವನ್ನು ಬೆಂಬಲಿಸುತ್ತ ಬಂದ ಹಿರಿಯ ಕಾರ್ಯಕರ್ತರು, ಮಾಜಿ ಸೇನಾಧಿಕಾರಿಗಳು, ಯುವಕರು ಎಲ್ಲರೂ ಬರೆದ ಈ ಪತ್ರಗಳನ್ನು ಸರಸರನೆ ನೋಡಿ ಈ ಬ್ಲಾಗ್ ಬರೆಯುತ್ತಿದ್ದೇನೆ.
ನಾನೇನು ಜಾಲ ತಾಣದಲ್ಲಿ ನಾನೇ ಬರೆಯುವಷ್ಟು ಪಳಗಿದವನಲ್ಲ. ಆದರೆ ಎದೆಯೊಳಗೆ ಮಿಂಚಿದ ಭಾವಗಳನ್ನು ಹೇಳಿ ಬರೆಸಬಲ್ಲೆ. ವಿದ್ಯಾರ್ಥಿ ಆಂದೋಲನದ ಮೂಲಕ, ಸಕ್ರಿಯ ರಾಜಕಾರಣದ ಮೂಲಕ ಸಮಾಜಕಾರ್ಯದಲ್ಲಿ ತೊಡಗಿಸಿಕೊಂಡ ನಾನು ನಿಮ್ಮೆಲ್ಲರ ಎದುರು ಒಂದಷ್ಟು ಮಾತನಾಡಬಲ್ಲೆ. ಮುಖ್ಯಮಂತ್ರಿಯಾದ ಮೊದಲ ದಿನಗಳ ಗಡಿಬಿಡಿಯಲ್ಲಿ ಕೊನೇಪಕ್ಷ ಇದೊಂದು ಕೃತಜ್ಞತೆಯ ಬ್ಲಾಗನ್ನಾದರೂ ನಿಮಗೆ ತಲುಪಿಸಬಲ್ಲೆ! ನನ್ನ ನಗುಮೊಗವನ್ನು ಹೊಗಳಿ ಬರೆದ ಹೊನ್ನ ಗೌಡರು ಕೃಷಿರಂಗದ ಅಭಿವೃದ್ಧಿಗೆ ತೋಟಗಾರಿಕೆಯ ಸಲಹೆ ನೀಡಿದ್ದಾರೆ. ಗುಜರಾತಿನ ಅಭ್ಯುದಯದ ಮಾದರಿಬೇಕು ಎಂದಿದ್ದಾರೆ ಸುಜಯ್ಮತ್ತು ಮಹಾಂತೇಶ್. ಮಾತಿಗಿಂತ ಕೃತಿಲೇಸು; ಅಲ್ಪ ಮತ್ತು ದೀರ್ಘಾವಧಿ ಯೋಜನೆ ಹಮ್ಮಿಕೊಳ್ಳಿ ಎಂದು ಶಿವರಾಮ ಶೆಟ್ಟಿ ಬರೆದಿದ್ದಾರೆ. ‘ಕಷ್ಟವನ್ನು ಅವಕಾಶವಾಗಿ ಪರಿವರ್ತಿಸಿ’ ಎಂದು ಕಿವಿಮಾತು ಹೇಳಿದ್ದಾರೆ. ಆಹಾರ ಸರಬರಾಜು ಸುಗಮವಾಗಲಿ, ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆ ಇನ್ನಷ್ಟು ಸುಧಾರಿಸಲಿ ಎಂದು ಪಿಎನ್ ರಾಜಗೋಪಾಲ್ ಹೇಳಿದ್ದಾರೆ. ಹಲವು ರಂಗಗಳಲ್ಲಿ ಗುಜರಾತ್ ರಾಜ್ಯದ ಸಾಧನೆಗಳನ್ನು ಪಟ್ಟಿಮಾಡಿದ್ದಾರೆ. ನಮ್ಮ ಮಾನ್ಯ ನರೇಂದ್ರ ಮೋದಿಯವರ ಮೋಡಿ ಎಷ್ಟಿದೆ ನೋಡಿ…!
ಹಲವು ಇಲಾಖೆಗಳಲ್ಲಿ ಇರುವ ಖಾಲಿ ಹುದ್ದೆಗಳನ್ನು ತುಂಬಿ ಎಂದು ನಿರುದ್ಯೋಗಿ ಯುವಕ ಲಕ್ಷ್ಮಣ ಕುಣಿಗೇರಿ ವಿನಂತಿಸಿಕೊಂಡಿದ್ದಾರೆ. ಮಹಾನಗರಗಳ ಅಪರಾಧ ಘಟನೆಗಳನ್ನು ತಗ್ಗಿಸಿ ಎಂದು ವಿಕ್ರಮ್ ಕಿಣಿ ಕೇಳಿಕೊಂಡರೆ, ನಮ್ಮ ರಾಜ್ಯದಿಂದ ಕೆಲಸಗಾರರು ವಲಸೆ ಹೋಗದಂತೆ ನೋಡಿಕೊಳ್ಳಿ ಎಂದು ಮುಕ್ಕಣ್ಣ ಸೂಗಾ ಬರೆದಿದ್ದಾರೆ.
ನಿಮಗಿರುವುದು ಕೇವಲ ೨೪ ತಿಂಗಳು, ಪ್ರವಾಸಮಾಡಬೇಕಾದ್ದು ೧೭೫ ತಾಲೂಕುಗಳು ಎಂದು ಮಲ್ಲಿಕಾರ್ಜುನ ಖಾನಾಪುರ ಉಲ್ಲೇಖಿಸಿದ್ದಾರೆ. ವಿಪಕ್ಷದವರನ್ನೂ ವಿಶ್ವಾಸಕ್ಕೆ ತೆಗೆದುಕೊಳ್ಳಿ ಎನ್ನುವುದು ಅವರ ಮನವಿ. ಸಂಜೀವ ಪೂಜಾರಿಯವರು ದೇವರು ಆಶೀರ್ವದಿಸಲಿ ಎಂದು ಪ್ರಾರ್ಥಿಸಿದ್ದಾರೆ. ಬೆಳಗಾವಿಗೆ ಬನ್ನಿ ಎಂದು ಸತೀಶ್ ಪಾಟೀಲ್ ಆಹ್ವಾನಿಸಿದ್ದಾರೆ.
ಹಾಗೇ ನೋಡುತ್ತಾ ಹೋದರೆ, ಪಂಜಿಕಲ್ಲಿನಲ್ಲಿ ಅರವತ್ತರ ದಶಕದಲ್ಲಿ ನನ್ನೊಡನೆ ಆರು – ಏಳನೇ ತರಗತಿಯಲ್ಲಿ ಸಹಪಾಠಿಯಾಗಿದ್ದ ಕುಂಬ್ಳೆಯ ಕೆ. ಶಾಂತಾರಾಮ ಕೂಡಾ ನನಗೆ ಶುಭಾಶಯದ ಈಮೈಲ್ ಕಳಿಸಿದ್ದಾನೆ! ಒಮ್ಮೆ ಈ ಸಹಪಾಠಿಯನ್ನು ನೋಡುವ ಬಯಕೆ ಮೂಡಿದೆ. ರೈತರಿಗೆ ಆದ್ಯತೆ ಕೊಡಿ ಎಂದು ರಾಹುಲ್ ಬರೆದಿದ್ದಾರೆ. ಖಂಡಿತವಾಗಿಯೂ; ರೈತರಿಗಾಗಿಯೇ ಕೃಷಿ ಬಜೆಟ್ ಮಂಡಿಸಿದ ಪ್ರಪ್ರಥಮ ರಾಜ್ಯ ನಮ್ಮದು ರಾಹುಲ್!
ಹೀಗೆ ಬಂದ ಎಲ್ಲ ಪತ್ರಗಳನ್ನೂ ಓದಿಲ್ಲ. ಓದಿದ್ದನ್ನೆಲ್ಲ ಉಲ್ಲೇಖಿಸಿಲ್ಲ. ಹಿತವಚನ, ಕಿವಿಮಾತು, ಎಚ್ಚರಿಕೆ, ಕಾಳಜಿ – ಎಲ್ಲವೂ ಈ ಪತ್ರಗಳಲ್ಲಿ ಪ್ರತಿಧ್ವನಿಸಿವೆ. ನನ್ನ ಪ್ರಿಯ ಓದುಗರೆ, ನಿಮ್ಮೆಲ್ಲರ ಅಭಿಮಾನಕ್ಕೆ ವಂದನೆಗಳು. ನಿಮ್ಮೆಲ್ಲರ ಸಲಹೆಗಳನ್ನೂ ಖಂಡಿತ ಸಮಯಾನುಸಾರ, ಸಂದರ್ಭಾನುಸಾರ ಗಮನಿಸುತ್ತೇನೆ.
ಅದೇನೇ ಇರಲಿ, ಈ ಮಾಧ್ಯಮದಲ್ಲಿ ನಿಮ್ಮ ಪ್ರತಿಕ್ರಿಯೆ ಸದಾ ಬರುತ್ತಿರಲಿ. ಕಟುಟೀಕೆಯನ್ನೂ, ಮೆದುಮಾತುಗಳನ್ನೂ ಸಮಚಿತ್ತದಿಂದ ಕೇಳಿ ಸಮುದಾಯದ ಹಿತಕ್ಕಾಗಿ ಶ್ರಮಿಸುವೆ ಎಂದಷ್ಟೆ ಈಗ ಹೇಳಬಯಸುತ್ತೇನೆ. ಮೂರು ವರ್ಷಗಳ ಕಾಲಾವಧಿಯಲ್ಲಿ ನಮ್ಮ ಬಿಜೆಪಿ ಸರ್ಕಾರ ಏನೇನೆಲ್ಲ ಜನಪರ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಮಾಡಿದೆಎಂಬುದನ್ನು ಈ ಲಿಂಕ್ ಮೂಲಕ ನೀವು ಓದಿ ತಿಳಿಯಬಹುದು. ನಿರ್ಧರಿಸಿದ ಹತ್ತು ಹಲವು ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಜಾರಿಮಾಡುವುದಕ್ಕೆ ನನ್ನ ಆದ್ಯತೆ.

A Kashmiri, a reporter and a tough old soldier were captured by terrorists in Kashmir. The leader of the terrorists told them he'd grant each of them one last request before they were beheaded and dragged naked through the streets.
The Kashmiri said, "Well, I'm a foodie, so I'd like one last plate of tandoori chicken."
The leader nodded to an underling who left and returned with the chicken. The Kashmiri ate it all and said,"Now I can die content."
The reporter said, "I'm a reporter to the end. I want to take out my tape recorder and describe the scene here and what's about to happen. Maybe, someday, someone will hear it and know that I was on the job till the end."
The leader directed an aide to hand over the tape recorder and the reporter dictated his comments. He then said, "Now I can die happy."
The leader turned to the soldier and asked, "And now, Havaldarji, what is your final wish?"
"Kick me in the ass," said the soldier.
"What?" asked the leader, "Will you mock us in your last hour?"
'No, I'm not kidding. I want you to kick me in the ass," insisted the soldier.
So the leader shoved him into the yard and kicked him in the ass. The soldier went sprawling, but rolled to his knees, pulled a 9 mm pistol from inside his cammies and shot the leader dead. In the resulting confusion, he emptied his sidearm on six terrorists, then with his knife he slashed the throat of one, and with an AK-47, which he took from one of the already dead terrorists, sprayed the rest of the terrorists killing another eleven. In a flash, all of them were either dead or fleeing for their lives.
As the soldier was untying the Kashmiri and the reporter, they asked him, "Why didn't you just shoot them all in the first place? Why did you ask him to kick you in the ass?"
"Because," replied the soldier, "if I had shot first, you two assholes would have reported that I was the aggressor and the root cause of all the blood shed in Kashmir!"
Such is the irony of the Indian democracy!!!

Finance Minister Expresses Concern over Growing Protectionism
Diversification Strategy has paid off : Anand Sharma

Union Minister for Finance Shri Pranab Mukherjee has said that despite setbacks, doomsday will not fall on global economy as emerging economies will continue to grow - a fact that should be taken into consideration while deliberating about decision making architecture of global finances. Speaking after inaugurating the 31st edition of the India International Trade Fair (IITF) here today the Finance Minister said that India’s manufacturing sector has come of age with rapid strides in high-tech products and changing composition of export basket to engineering related products are the signs of a maturing economy. The Finance Minister expressed concerns about adoption of protectionist measures in the wake of global crisis.

Speaking on the occasion guest of honour, Shri Anand Sharma, Union Minister for Commerce, Industry and Textiles said that IITF is an example of the vision of India’s first Prime Minister Shri Jawaharlal Nehru who adopted a policy of keeping India and its institutions at the cutting edge of development. He also said that current global scenario of India’s strategy of trade and product diversification has paid rich dividends. He assured Indian industry and exporters that the Government will continue to work with them to improve India’s trade performance at the global level.

This year IITF expects to attract 1.5 million visitors and 6000 exhibitors. The 14-day event at Pragati Maidan here will host products from 26 countries in addition to 27 Indian States, 31 Central Government Ministries and 260 private companies. The theme for this year’s Trade Fair is ‘Indian Handicrafts – the Magic of the Gifted Hands’. Bundelkhand and Jharkhand are the partner states and Bihar and Orissa are the focus states.

Shri Anand Sharma also inaugurated African Pavilion and Handicraft Pavilion at the Trade Fair.

Air Marshal RK Vashisht would take over as the Air Officer-in-Charge Maintenance (AOM) on 01 Oct 2011 at Air Headquarters Vayu Bhavan. AOM is responsible for maintenance & management of all Aircraft, Weapon Systems and Equipment of Indian Air Force (IAF).

A Graduate in (Mechanical) Engineer from Delhi College of Engineering. he was commissioned in the Aeronautical Engineering (Mechanical) Branch of the Indian Air Force on 06 Jan 75.

An Alumni of National Defence College, Air Marshal Vashisht has held various field and staff appointments including the Chief Engineering Officer of a major fighter base, Commanding Officer of a Base Repair Depot (BRD) and a Mirage Training School, Chief Instructor at Air Force Technical College (AFTC), Command Engineering Officer at Eastern Air Command (EAC), Senior Maintenance Staff Officer (SMSO) at Central Air Command (CAC) and Assistant Chief of Air Staff (Engineering ‘B’). He closely steered the setting up of maintenance facilities for Mirage 2000 fleet during its induction in IAF.

He was formerly discharging the responsibility of Director General of Aircraft at Air Headquarters.

For his distinguished service, the Air Officer was conferred Presidential award of Ati Vishisht Seva (AVSM) Medal on 26 Jan 08 and Mention-in-Despatch (M-in-D) for his outstanding contribution during Kargil Conflict (OP VIJAY) in 1999.

Pallam Raju Launches DRDO Developed Performance Enhancing Drug for High-Altitude Areas

The Minister of State for Defence Dr M M Pallam Raju launched a composite herbal formulation named ‘Perfomax’ that has been developed by DRDO and has been found to improve physical and mental performance in High Altitude and Hypoxic Conditions at a function held in Leh, Ladakh today. The formulation is rich in antioxidants and other bioactive compounds that improve performance of brain, heart, kidney and lungs and improves blood circulation.

He also inaugurated a Conference on “Emerging Trends in Food and Health Security in Cold Deserts”, orgainsed by the Leh-based Defence Institute of High Altitude Research (DIHAR), a frontier laboratory of DRDO. Speaking on the occasion Dr. Pallam Raju called for rigorous extension activities in collaboration with the State Departments to ensure that the agro-animal technologies developed by the DRDO reach the farmers even in the remotest locations. He also lauded the DIHAR for promoting Solar Energy to provide energy security in the region.

In his address Dr William Selvamurthy, Chief Controller R&D (Life Sciences), DRDO stressed on the need for increasing the vegetable production in the cold deserts to an extent of creating a self-sustainable system with minimal dependency on the plains for fresh food and dairy products. Dr R B Srivastava, Director, DIHAR listed the initiatives taken by DIHAR to augment the agro-animal productivity in the trans-Himalayan region that has resulted in increased local production of fresh vegetables, meat, poultry and dairy products in the region. Shri Rigzin Spalbar, Chief Executive Councillor, Ladakh Autonomous Hill Development Council (LAHDC) lauded the scientists of DIHAR for their relentless efforts in educating the farmers on advanced agro-animal technologies that has resulted in increased production of vegetables in Ladakh.

Dr Pallam Raju later released a book entitled “Innovations in Agro-Animal Technologies” which is a compilation of the advanced agro-animal techniques pertaining to cold deserts. He also inaugurated a “Hall of Scientific Excellence” in DIHAR campus where all the technologies developed by DRDO will be showcased for the army and civilians.

वि‍द्युत राज्‍य मंत्री श्री के.सी.वेणुगोपाल ने आज राज्‍य सभा में एक प्रश्‍न के लि‍खि‍त उत्‍तर में यह जानकारी दी कि‍ राजीव गांधी ग्रामीण वि‍द्युतीकरण योजना (आरजीजीवीवाई) के अंतर्गत आंध्र प्रदेश के 22 जि‍लों में 26 परि‍योजनाएं स्‍वीकृत की गई हैं, जि‍नमें गहन वि‍द्युतीकरण के लि‍ए 27,477 आंशि‍क रूप से वि‍द्युतीकृत (पीई) गांवों के वि‍द्युतीकरण और 27,24,383 गरीबी रेखा से नीचे जीवन यापन करने वाले घरों को मुफ्त वि‍द्युत सेवा कनेक्‍शन शामि‍ल हैं । 15 अगस्‍त, 2011 तक 21,661 पीई गांवों तथा 26,48,099 बीपीएल घरों को मुफ्त वि‍द्युत सेवा कनेक्‍शनों के लि‍ए एलटी लाइनें, एचटी लाइनें एवं वि‍तरण ट्रांसफार्मरों से युक्‍त ग्रामीण वि‍द्युतीकरण अवसंरचनाएं सृजि‍त कर दी गई हैं ।

इसके अलावा, आरजीजीवीवाई के अंतर्गत 11 नई 33/11 के.वी. सब-स्‍टेशनों को चालू कर दि‍या गया है। पि‍छले तीन वर्षों के दौरान आरजीजीवाई के अंतर्गत आंध्र प्रदेश में बीपीएल घरों को मुफ्त वि‍द्युत सेवा कनेक्‍शन जारी करने संबंधी वि‍वरण इस प्रकार है - वर्ष 2008-09 में 9,45,368, वर्ष 2009-10 में 5,66,518 और वर्ष 2010-11 में 2,58, 751 ।

Daring Rescue of American National by the Indian Air Force

In a span of less than four days yet another daring rescue mission was successfully undertaken by pilots of Leh based Helicopter Unit, when they evacuated one American national. Steven John Swenson from one of the most difficult glacier, named ‘Shupka Kunzang’ located at the base of Saser Kangri-II peak in the East Karakoram range of Ladakh region in India.

On 26 Aug 11, an Indo-American team of mountaineers was braving the Saser Kangri-II peak, when one of the team members got seriously ill due to extremely high altitude. The team requested for an immediate air rescue through their organising agency & embassy.

On receiving the request, realizing the seriousness of casualty and criticality of time available during the day, HQ WAC swung into action seeking clearances, issuing orders and monitoring progress of the mission. A two helicopter rescue team of ‘Siachen Pioneers’ Squadron led by Wg Cdr S Srinivasan got airborne from Leh Air Force Base, within a matter of minutes. The rescue team which comprised Wg Cdr DC Tiwari, Flt Lt A Agrawal and Flt Lt A K Bharmoria, led by Wg Cdr S Srinivasan knew well the challenges they were about to face but upholding the unit tradition they decided to take on the mission and operated their machines to the fringes of their limits as the mission involved flying into unknown territory and landing at a density altitude of approximately 23000 ft over an inhospitable glacier. Accurate navigation and correct assessment of the prevailing situation ensured that the helicopters reached the site at the earliest which was vital in saving the life of the critically ill expedition member. After assessing the landing site which was covered with snow and wide crevasses of the glacier, Wg Cdr S Srinivasan manoeuvered his helicopter to land in the restricted area with negligible reserve of power. Without wasting any time the casualty was taken onboard while the second helicopter maintained a close vigil from the top. Mission leader described the criticality of mission; “in quickly locating casualty in the vast glaciated region and finding suitable landing spot close to the casualty are the most important”. He added “winds are peculiar in such regions and turbulence affects handling of the helicopter”. In snow laden terrain and narrow confines of the valley, manoeuvering a helicopter is very challenging. High temperatures in the afternoon hours further increase difficulty level as air density reduces. All planned missions at such altitudes are undertaken at early hours of the day, when ambient temperatures are the lowest. The “Siachen Pioneers” crew displayed highest level of professionalism, planning and courage without fearing for their own safety, resulting in the successful completion of the mercy mission which was more than evident from the convincing smile of patient, Mr. Steven John Swenson. While the team of two helicopters was daring the glaciers, the Commanding Officer of Helicopter Unit monitored and guided his unit pilots throughout the mission ensuring that all necessary information and services worked in unison towards successful execution of this mission.

Air Cmde S P Wagle VM, Air Officer Commanding Air Force Station Leh, personally supervised and coordinated the entire mission. He was on the tarmac as the two helicopters landed after the successful evacuation at 4:51PM. The casualty was transferred into a waiting ambulance, checked and stablised by the IAF medics and carried to General Hospital, Leh for further treatment. Mission Leader Wg Cdr S Srinivasan debriefed the crew in presence of the AOC and Commanding Officer – Wg Cdr UK Bhaduria. The AOC complimented the Commanding Officer and ‘boys’ for the job well done!

With this, the ‘Siachen Pioneers’ added another feather in their cap. Once again Air Force Station Leh and the Helicopter Unit have lived up to their motto “WE DO THE DIFFICULT AS A ROUTINE, THE IMPOSSIBLE (MAY) TAKE A BIT LONGER”. Where, just landing at these altitudes on prepared helipad is a tough ask, evacuation of casualty from a glaciated and unprepared surface with no margin of error makes the mission planning and execution a daunting task. More importantly, no time can be wasted on ground as it can make all the difference between life and death for a critical casualty. Mission planning, experience, adherence to laid down procedures, applications, Crew Resource Management and courage of the pilots are the factors that contribute to success of such missions, when operating the machines to the limit of its design performance. Courage of the pilots reaches out across the globe as the Karakoram mountain ranges beckons mountaineers and trekkers for the challenges it presents to them - as well as- to the pilots of, the ‘ Siachen Pioneers’.

KIRTI NAGAR – ASHOK PARK MAIN METRO LINK TO OPEN TOMORROW

The 3.32 kilometre long Kirti Nagar - Ashok Park Main link section will be inaugurated by Smt. Sheila Dikshit, the Chief Minister of Delhi tomorrow morning and the services will be opened for the public from 3 PM onwards tomorrow itself, i.e from 27^th August, 2011, Saturday.

This line received the statutory safety clearance for public carriage of passengers today from Sh. R.K Kardam, Commissioner For Metro Rail Safety.

This new link is on Standard Gauge and alternate trains running from Mundka to Inderlok will be diverted towards Kirti Nagar at Ashok Park Main to act as a link service for Line 3 (Dwarka – NOIDA City Centre/Vaishali line) initially which will be increased/regulated depending upon the requirement and passenger load. A total of 15 trains will be running on this line, i.e, Mundka to Inderlok/Kirti Nagar with a peak hour frequency of about four minutes between Mundka and Ashok Park Main.

This link will reduce the fares as well as cut down the traveling time between many destinations of Line 1 (Dilshad Garden - Rithala), Line 3 (Dwarka Sector 21 – NOIDA City Centre) and Line 5 (Inderlok - Mundka) of the Delhi Metro network as now the commuters of Line 3 will be easily able to travel to a destination on Line 1 and 5 without going to Rajiv Chowk and Kashmere Gate and vice versa.

The three stations on this stretch are : Kirti Nagar (at grade), Satguru Ram Singh Marg and Ashok Park Main (elevated).
